IAEA Board of Governors Refers Iran to United Nations Security Council Over Nuclear Non-Compliance

The Board of Governors of the International Atomic Energy Agency (IAEA) today adopted a resolution reporting the Islamic Republic of Iran to the United Nations Security Council for continued non-compliance with its nuclear non-proliferation obligations.

The resolution, tabled by the United States, the United Kingdom, France and Germany, was approved by a vote of 23 in favour, three against and eight abstentions. China, Russia and Niger voted against the measure. One member did not participate due to arrears.

The decision marks the first time in 20 years that the IAEA Board has referred Iran to the Security Council on this basis. It follows earlier Board findings of non-compliance, including a resolution adopted on 12 June 2025.

The resolution expresses grave concern over Iran’s failure to provide required information on previously declared nuclear material, including its stockpile of highly enriched uranium, and the Agency’s inability to gain access to nuclear facilities for verification purposes. It also addresses Iran’s lack of cooperation with a long-running investigation into uranium traces detected at undeclared sites.

The Board requested IAEA Director General Rafael Grossi to transmit the resolution, together with previous relevant Board decisions and his latest report, to the United Nations Security Council and the United Nations General Assembly, in accordance with the IAEA Statute.

The resolution further calls on Iran to urgently remedy its non-compliance and to engage seriously and without preconditions in talks aimed at building international confidence in the exclusively peaceful nature of its nuclear programme.

Iran rejected the resolution, describing it as biased and political. Iranian officials stated that attacks on the country’s nuclear facilities had disrupted the normal process of verification and that this disruption was then used as a pretext for the referral.
