His Excellency, Sir Siminalayi Fubara, Governor of Rivers State, has extended warm congratulations to the winners of the recently concluded bye-elections into the Rivers State House of Assembly for Ahoada East II and Khana II State Constituencies.

The Independent National Electoral Commission (INEC) conducted the bye-elections on Saturday, February 21, 2026, in a peaceful atmosphere across the affected areas. The polls filled vacancies in Ahoada East II, following the resignation of the former member, and Khana II, following the passing of the late Hon. Dinebari Loolo.

Hon. Ukalikpe Napoleon of the All Progressives Congress (APC) emerged victorious in Ahoada East II State Constituency, polling 3,980 votes. Hon. Bulabari Henrietta Loolo (also referred to as Loolo Bulabari Henrietta) of the APC won in Khana II State Constituency with 7,647 votes.

Governor Fubara described the victories as well-deserved and a reflection of the confidence the electorates in the respective constituencies have in the candidates. He commended the people of Ahoada East and Khana for their participation and orderly conduct during the exercise, despite the noted low voter turnout.

The Governor also applauded the Independent National Electoral Commission (INEC) and security agencies for ensuring a credible, violence-free process that upheld democratic standards. He noted that the elections serve as an important step in strengthening representation and governance in the affected areas.

"I congratulate Hon. Ukalikpe Napoleon and Hon. Bulabari Henrietta Loolo on their well-deserved victories," Governor Fubara said. "Your elections demonstrate the power of the people's mandate. I urge you to justify the trust reposed in you by dedicating yourselves to quality representation, legislative excellence, and contributing meaningfully to the development agenda of our state."

Governor Fubara called on the new lawmakers to work collaboratively with all stakeholders in the Rivers State House of Assembly and the executive arm of government to advance the interests of Rivers people. He reaffirmed his administration's commitment to inclusive governance, peace, and sustainable progress across all parts of the state.

The Governor wished the winners success in their new roles and assured them of the support of his administration in delivering good governance to the people.
