The Chairman of the Independent National Electoral Commission (INEC), Professor Joash Ojo Amupitan, SAN, has emphasized that true institutional independence for Nigeria’s electoral umpire remains elusive without guaranteed financial autonomy.
Speaking on the need for constitutional reforms ahead of the 2027 general elections, Professor Amupitan stressed that embedding INEC’s funding directly in the Federation Account and strengthening relevant provisions in the Constitution and Electoral Act would enable the Commission to operate seamlessly, free from undue influences that could compromise its neutrality.
“Can INEC be independent without financial autonomy? Talking about strengthening the institution, if we truly want to conduct free, fair and credible elections, there is also a need for INEC to have financial autonomy,” Professor Amupitan stated.
He urged lawmakers and stakeholders to prioritize these reforms as part of broader efforts to enhance the integrity of Nigeria’s democratic process. The INEC Chairman noted that while the Commission has presented a substantial budget proposal to the National Assembly for the 2027 polls, sustainable funding mechanisms are essential to insulate electoral operations from executive or legislative dependencies.
Professor Amupitan reaffirmed INEC’s commitment to delivering credible, transparent, and inclusive elections in 2027, calling on all political actors, security agencies, and citizens to support measures that bolster the Commission’s operational independence.
“This is not just about resources; it is about building public confidence in our electoral system,” he added.
