Nigeria Imports 15 Billion Litres of Petrol Despite Dangote Refinery Output

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has revealed that Nigeria imported approximately 15 billion litres of Premium Motor Spirit (PMS) between August 2024 and October 2025, accounting for 69% of the country’s total petrol consumption during that period. This development comes despite the operational commencement of the Dangote Petroleum Refinery, which began producing petrol in September 2024.






The NMDPRA’s latest report, which covers 15 months of supply trends, indicates that Nigeria consumed a total of 21.68 billion litres of PMS, underscoring the country’s continued reliance on foreign imports to meet domestic fuel demand.







Speaking on the issue, energy analysts noted that while the Dangote Refinery has begun contributing to the national supply, logistical challenges, distribution bottlenecks, and ramp-up timelines have limited its impact on reducing imports in the short term.






The Federal Government has reiterated its commitment to achieving energy self-sufficiency and reducing the economic burden of fuel imports. The Ministry of Petroleum Resources is working closely with stakeholders to accelerate infrastructure upgrades, streamline distribution channels, and support full-scale operations at the Dangote Refinery.
