Why Party Officials Were Not Permitted to Visit El-Rufai in Custody — ICPC

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) wishes to clarify the reasons behind the denial of access to detained former Kaduna State Governor, Mallam Nasir El-Rufai, by leaders of the African Democratic Congress (ADC) on Friday, May 22, 2026.


The ICPC received a visit from a delegation of ADC officials, including the party’s National Secretary, Ogbeni Rauf Aregbesola; National Publicity Secretary, Mallam Bolaji Abdullahi; and Secretary of the ADC Policy and Manifesto Committee, Mallam Salihu Lukman. The delegation sought access to Mallam El-Rufai, who is currently in the Commission’s custody in connection with ongoing corruption-related investigations and charges.


ICPC Spokesman, Mr. J. Okor Odey, stated that the ADC leaders were formally informed that the existing court order permitting access to the defendant applies strictly to family members, lawyers, and medical personnel (doctors). The order does not extend to political associates, party officials, or other categories of visitors.


“Court order for access to the defendant in our custody is for family members, lawyers and doctors,” Mr. Odey emphasised. “Party officials and political associates do not fall within the permitted categories as stipulated by the court.”


The Commission further noted that its visitor access protocols, which allow visits between 9:00 a.m. and 6:30 p.m., are standard institutional procedures applied uniformly to all detainees. These rules ensure the integrity of investigations while respecting legal and human rights safeguards.


The ICPC reaffirms that authorised visitors, including members of Mallam El-Rufai’s family, have been granted access on multiple occasions within approved hours. Allegations of denial of food, medical care, or family access have been previously addressed and described as misleading. All necessary provisions are made under supervision in line with established procedures and court directives.


The Commission questions the legal standing of the ADC in matters concerning the personal custody arrangements of the defendant, as the party has no direct judicial authorisation in this regard. The ICPC operates strictly within the bounds of the law and will continue to do so without fear or favour.


The ICPC remains committed to transparency, due process, and the fight against corruption. We urge all parties to respect court orders and avoid actions that could undermine ongoing judicial processes.
